B. Elias Shoniyin is a distinguished Liberian diplomat, development expert, academic, and public sector leader with over two decades of impactful service.

Currently serving as Dean of the Graduate School at Cuttington University, he leads academic excellence in development policy and international relations.

Career

Professional Experience

With over 20 years of experience in diplomacy and development, Elias served as Deputy Minister of Foreign Affairs in two administrations and Acting Foreign Minister.

He played a key role in rebuilding Liberia’s diplomatic service and strengthening international partnerships.

During the Ebola crisis (2014–2015), he led global resource mobilization efforts that contributed to controlling the outbreak.
