Professional Experience
With over 20 years of experience in diplomacy and development, Elias served as Deputy Minister of Foreign Affairs in two administrations and Acting Foreign Minister.
He played a key role in rebuilding Liberia’s diplomatic service and strengthening international partnerships.
During the Ebola crisis (2014–2015), he led global resource mobilization efforts that contributed to controlling the outbreak.

As Dean at Cuttington University, Elias oversees graduate education, research, and policy development.
He also leads Africa Development Management Associates (ADMA), providing strategic advisory across governance and economic transformation.
